Check out the tutorial here: http://www.rarelicenseddvds.com/dvd_101 In short, most customers can view such DVDs, whether PAL or NTSC, but some (not all) players fail to play PAL DVDs in the USA or Canada. The easiest and lowest risk thing to do is to use one of the tester DVDs from our shop to evaluation your player. Also, nearly all DVD-Rom drives are compatible with both Pal and NTSC when it comes to all region dvds

I'm in the USA. How can I play Region 2 or Region 4 DVDs?
In short, you need what is called a "Region Free DVD Player." We recommend the ones available here: http://www.rarelicenseddvds.com/-c-21.html Also, most computers with DVD-Rom drives are capable of playing a Region 2 or Region 4 DVD, but they would prompt you to make a settings change first. Also, there can be a limited amount of settings changes for computers.
